Director, People and Culture


The Ottawa International Airport Authority (Authority) is accepting applications for a full-time Director, People and Culture.
The Director is responsible for leading, planning and executing strategic human resources (HR) programs to support the Authority’s business objectives and foster a high-performing, inclusive workplace that drives organizational effectiveness and long-term sustainability.
ESSENTIAL FUNCTIONS
- Plan, develop, and oversee the delivery of comprehensive HR programs and services
- Align HR strategies and initiatives with organizational goals and priorities
- Ensure compliance with organizational policies, procedures, collective agreements, and applicable employment legislation
- Lead, mentor, and manage a multi-disciplinary HR team
- Establish performance expectations and support the professional development of HR staff
- Develop and implement progressive HR policies, programs, and practices
- Provide expert advice and guidance to senior leadership on HR matters
- Support workforce planning initiatives to meet current and future organizational needs
- Lead organizational design and restructuring initiatives as required
- Develop and implement strategies to enhance employee engagement and retention
- Oversee talent management programs, including recruitment, performance management, and career development
- Lead succession planning initiatives to ensure leadership continuity
- Design and support leadership development programs across the organization
- Champion and advance diversity, equity, and inclusion initiatives
- Foster a positive, inclusive, and values-driven organizational culture
- Promote effective communication practices across all levels of the organization
- Support a culture of continuous learning and professional growth
- Ensure the promotion and maintenance of a safe, respectful, and healthy workplace
- Build and maintain strong relationships with internal stakeholders and leadership teams
- Perform other related duties as assigned
ESSENTIAL QUALIFICATIONS
- EDUCATION
- College diploma or university degree in HR management or a related field
- Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL) designation, and in good standing with the Human Resources Professionals Association
- EXPERIENCE
- Minimum of 7 years of progressive management experience in leading strategic HR management service delivery
- Proven leadership with the ability to engage, mentor, coach and develop high-performing teams;
- Collaborative and innovative approach with the ability to influence, negotiate and build effective relationships with internal and external stakeholders;
- Demonstrated ability to navigate complex issues, drive change and deliver results in a dynamic environment;
- Critical thinking and planning skills to align and execute on HR strategies with business priorities, organizational goals and the ability to execute on key initiatives
- Experience identifying emerging trends and developing improvements to policies, practices, performance measures and systems;
- Data analytics, leadership development, risk management, performance measurement, continuous improvement and reporting frameworks
- Proficiency with Microsoft Office, HRIS, recruitment platforms and other HR systems
- Financial management and budgeting, ensuring efficient allocation of resources
- Optimizing operational processes and workflows to enhance efficiency and productivity
- Recruiting, developing, and retaining top talent, fostering a culture of learning and growth within the organization

ABOUT THE POSITION
Job requirements
- Have a valid driver’s license (Class G or equivalent)
- Provide a driver’s abstract (issued within the last month)
- Successfully obtain a security clearance check for an airport Restricted Area Identity Card (RAIC)
