Specialist, Emergency Management


The Ottawa International Airport Authority (Authority) is accepting applications for a full-time Specialist, Emergency Management - Regulatory Compliance.
You will be responsible for developing, training, testing and evaluating of the Authority’s relevant standard operating procedures (SOP) to optimize emergency and disaster response.
As a subject matter expert (SME), you will represent the Authority’s interests in the alliance of emergency, security and irregular operations plans with regulators, supporting agencies and other internal and external stakeholders.
ESSENTIAL FUNCTIONS
- Assist in ensuring regulatory compliance with Canadian Aviation Regulations (CARs) related to the planning, preparation and delivery of emergency management training at the Ottawa International Airport, including the coordination of learning materials, presentations and logistics for training events
- Work with multiple stakeholders to create and run realistic, challenging response scenarios in the Authority’s Virtual Reality (XVR) simulator system
- Facilitate training to improve and validate individual and collective skills
- Assist in the design, planning, preparation and execution of emergency management and security exercises, including table-top exercises (TTXs), case studies, drills, simulations, limited scope and full field training exercises to test, train, and practice the established preparedness of internal and external stakeholder responses
- Assist in coordinating and developing the Airport Emergency Management Program Plan, policies, SOPs, checklists, and various emergency notification contact lists
- Assist in the execution of the Passenger Care Program (PCP) and Business Continuity Plans during emergencies and irregular operations as required
- Perform quality assurance and control to ensure administrative and procedural activities are undertaken to fulfill goals and address gaps in relation to emergency and irregular response
- Assist in the maintenance and support of the Airport Emergency Coordination Centre (ECC) on a day-to-day basis, and during a crisis or emergency response event
- Act as a scribe in the Airport ECC
- Research, recommend, procure and assess resources (people, equipment, services, software, training, equipment, infrastructure, etc.) to optimize emergency and irregular operation responses, business continuity and resumption
- Track and manage courseware development, instruction and required certification records
- Maintain training records, including system logs for the XVR simulation system
- Maintain an inventory of supplies for emergencies and the PCP
- Maintain a library of developed exercises, training scenarios and courses
- Perform a variety of administrative, operational, research and analytical duties as required in support of the emergency management and security programs and develop reports, recommend policies, procedures, etc.
- Participate in special projects
- Represent the Authority’s interests through various committees / meetings
- Perform other related duties as assigned
ESSENTIAL QUALIFICATIONS
- EDUCATION
- College diploma or university degree in Emergency Management, Public Safety, Disaster and Emergency, Security, Aviation Management or a related field
- EXPERIENCE
- Minimum of two (2) years of professional experience in emergency management, public safety, security or disaster planning
- Developing, designing, facilitating, and evaluating emergency preparedness, response, and security training and exercises
- Working within regulated or policy-driven environments
- Contributing to program evaluation, process improvement, and quality assurance activities
- Collaborating with internal and external stakeholders
- Maintaining documentation, records, and procedural materials
- Training simulation software
- SKILLS:
- Emergency management principles, including mitigation, preparedness, response, and recovery, Incident Command System (ICS), and external stakeholder operations, and applicable regulatory and policy frameworks
- Adult training and development tools, including the Systems Approach to Training (SAT) or equivalent, with ability to coordinate and train others
- Develop, interpret, and maintain policies, SOPs, and compliance documentation, and prepare clear and concise reports or instructional materials
- Strong analytical, research, resource planning, and quality assurance skills
- Fully conversant with MS Office software (Outlook, Word, Excel, and PowerPoint) including data management software (SharePoint)
- Excellent communication and customer service skills
- Organized, detailed-oriented, with great time management skills

ABOUT THE POSITION
Salary
$86,938 to $98,262 per year in accordance with the current Collective Agreement (July 1, 2024 to June 30, 2028 rates).
Job requirements
- Have a valid driver’s license (Class G or equivalent)
- Provide a driver’s abstract (issued within the last month)
- Successfully obtain:
- A security clearance check for a Restricted Area Identity Card (RAIC)
- An Airside Vehicle Operator Program (AVOP) permit
