Director, Contracts Management, Major Capital


The Ottawa International Airport Authority (Authority) is accepting applications for a Director, Contracts Management, Major Capital position.
The person in this role reports to the Vice-President, Major Capital and Strategic Planning, and serves as their trusted advisor, responsible for the strategic management of all contractual matters related to the airport expansion program: overseeing the development, negotiation, execution, and administration of contracts to ensure the program's successful delivery while safeguarding the organization's commercial interests. This role is critical to mitigating risks, ensuring compliance, and driving value in all contractual arrangements.
ESSENTIAL FUNCTIONS
Contract strategy and development
- Develop and implement a comprehensive contract management strategy for the expansion program, ensuring alignment with program objectives and risk tolerances
- Lead collaboration with internal teams, stakeholders, and external partners to ensure the strategy integrates seamlessly with commercial objectives and optimizes project outcomes
- Oversee the preparation and review of requests for qualification (RFQs), request for proposals (RFPs) and contracts, ensuring compliance with program goals, risk thresholds, and legal standards
Contract negotiation and administration
- Possess a deep understanding of the delivery and administration of various contract forms
- Lead negotiations for high-value, complex contracts, ensuring favorable terms and risk allocation
- Prepare negotiation mandates, strategies, and supporting materials tailored to specific contract forms
- Ensure all executed contracts are properly documented, tracked, and managed throughout their lifecycle
- Develop and maintain efficient systems and processes for identifying and capturing any potential commercial issues and changes
- Monitor contractual obligations to ensure compliance by all parties involved
- Manage contract variations, disputes, and claims efficiently while maintaining strong relationships with stakeholders
Risk management
- Identify and mitigate risks related to contractual matters, including potential cost overruns, delays, and legal exposure
- Collaborate with legal, finance, and technical teams to address issues proactively
Stakeholder collaboration
- Liaise with internal teams, contractors, and other stakeholders to ensure clear understanding of contractual terms and obligations
- Support procurement processes related to contracts, ensuring alignment with organizational goals.
Reporting and documentation
- Prepare and present regular updates on contractual matters, risks, and performance metrics to the program leadership
- Maintain comprehensive and organized records of all contracts and related documentation
Training and coaching
- Work with the program and projects teams to identify key focus points for their roles, supporting the development of strong in-house commercial technical competency
- Assist with compliance regarding contractual obligations, monthly checks and balances, management of changes, and forecasting
ESSENTIAL QUALIFICATIONS
- EDUCATION
- Bachelor’s degree in Business Administration, Construction Management, Law, Engineering, Finance or a related field
- EXPERIENCE
- Minimum ten (10) years of proven experience in commercial, contract negotiation, procurement, administration, and dispute resolution
- Contract law, construction law, negotiating and drafting major construction contracts
- Managing large-scale capital projects
- Procurement processes, risk management, and compliance frameworks
- Company operations and strategic direction
- Construction planning, scheduling and risk management.
- Contract administration procedures
- Analytical, communication, negotiation and leadership skills
- Managing professional and administrative staff
- Managing multiple priorities in a high-pressure, dynamic and complex environment
- Analytical thinking with high commercial and business acumen
- Exceptional interpersonal skills with the ability to interact effectively at all organizational levels
- Key metric reporting and stakeholder management
- Develop and implement strategic initiatives that drive business objectives
- Strong leadership and people management skills, with the ability to inspire and motivate teams
- LANGUAGE
- Excellent communication and writing skills in English
ASSETS
- MBA, MSc in Commercial Management, or Masters in Law
- PMP designation
- Bilingualism (English and French)
ABOUT THE POSITION
Job requirements
- Have a valid driver’s license (Ontario Class G or equivalent)
- Provide a driver’s abstract (issued within the last month)
- Successfully obtain a security clearance check for an Airport Restricted Area Identity Card (RAIC)
