Data Architect and Information Management Specialist


The Ottawa International Airport Authority (Authority) is accepting applications for a full-time Data Architect and Information Management Specialist (DAIMS).
The DAIMS is responsible for designing, building, and maintaining the organization’s enterprise data architecture and information management systems and is a key technical contributor in positioning the Authority as a data-driven, next-generation airport.
The person in this role executes hands-on the work required to establish foundational data infrastructure, governance frameworks, and platform capabilities that enable the Authority to transition from siloed, legacy data environments to a modern, unified, and scalable data platform.
The DAIMS will design and build enterprise data models, implement data governance and cataloguing practices, evaluate and recommend cloud data platforms, and develop the data pipelines and integration solutions needed to support advanced analytics, business intelligence, and future artificial intelligence (AI) and machine learning initiatives.
ESSENTIAL FUNCTIONS
Data Architecture and Platform Design
- Conducts detailed analysis of existing source systems to assess data structure, quality, integration points, and opportunities for modernization
- Designs and builds the enterprise data architecture including conceptual, logical, and physical data models to support a unified, scalable data platform
- Evaluates and recommends cloud data platforms and modern data architectures (data lakehouse, lake-centric, open-architecture) based on scalability, integration capabilities, cost-effectiveness, and alignment with the Authority’s strategic vision
- Maps data attributes to business needs and KPIs across departments, identifying critical data required for analytics, reporting, and future AI and Machine Learning (ML) use cases
- Defines and documents business rules, transformation logic, validation rules, and data quality standards to ensure consistency and traceability across systems
- Designs and specifies the technical infrastructure (cloud, on-premises, hybrid) including storage, compute, integration, and security components
Data Governance and Information Management
- Develops and implements the enterprise data governance framework, including data classification, data loss prevention policies, retention and archival standards, and access control procedures
- Builds and maintains the enterprise Data Catalogue to ensure comprehensive, current, and discoverable data assets across the organization
- Implements Master Data Management (MDM) practices to maintain a single source of truth for key business entities
- Configures and maintains data lineage tracking, metadata management, and data lifecycle management practices
- Executes document management, records management, forms integration, and document classification in compliance with regulatory requirements and best practices
- Implements data security, privacy, and compliance controls in accordance with applicable regulations and aviation industry standards
- Configures user access policies, role-based access controls, and authentication/authorization standards for the data platform
Data Engineering and Integration
- Creates data engineering design documents including data flow diagrams and transformation logic
- Builds and maintains scalable, automated Extract, Transform, Load/Extract, Load, Transform (ETL/ELT) data pipelines for data ingestion, transformation, and loading
- Develops data integration solutions that unify information from disparate airport operational systems and enterprise applications
- Executes the migration of data from legacy systems to modern cloud-based or hybrid platforms
- Builds and distributes data reports, dashboards, and self-service analytics capabilities for internal and external stakeholders
- Implements data storage strategies, including digitization of legacy files and modern document management
AI/ML Readiness and Innovation
- Ensures data quality, integrity, and structure standards that will enable trustworthy AI and machine learning outcomes as the organization’s data capabilities mature
- Works with operational teams to identify and prioritize high-value analytics and AI/ML use cases relevant to airport operations
- Designs data infrastructure with future capabilities in mind, including support for predictive analytics, real-time operational intelligence, and digital twin platforms
- Stays current on emerging technologies and aviation industry trends — including generative AI, computer vision, biometric identity systems, and cloud-based airport operating platforms — to advise on adoption strategies
Planning and Stakeholder Collaboration
- Contributes to translating business strategy into technical data architecture plans, roadmaps, and investment recommendations
- Assesses the current state of data architecture, identifies gaps, and proposes actionable plans to achieve the desired future state
- Works directly with technicians, contractors, vendors, and technology partners to address data architecture and information management aspects of new initiatives

ESSENTIAL QUALIFICATIONS
- EDUCATION
- University degree in Computer Science, Data Science, Data Engineering, Information Systems, or a related discipline
- EXPERIENCE
- Minimum of five (5) years’ progressive experience in data architecture, data engineering, or enterprise information management
- Designing and building enterprise data architectures, data models (conceptual, logical, physical), and data integration solutions
- Cloud data platforms and modern data architectures (data lakehouse, lake-centric, open-architecture approaches)
- Implementing data governance frameworks, data catalogues, Master Data Management, and data quality programs
- SharePoint (Cloud and On-Premises) and enterprise collaboration platforms
- Demonstrated commitment to continuous professional development
- SKILLS
- Strong working knowledge of database systems (relational, NoSQL), ETL/ELT processes, data warehousing, and data pipeline development
- Information management - document management, records management, data classification, and compliance with applicable regulations
- Knowledge of emerging solutions, applications, and technologies in data management, analytics, and AI/ML
- Organize complex technology solutions including deliverables, roadmaps, timelines, operational requirements, and budget impacts
- Research and interpretation of analytical data to assess and improve information systems
- Troubleshooting, time management, and organizational skills with the ability to manage multiple priorities
- Customer service skills and professional, positive interpersonal approach
- Ability to work independently and as part of a collaborative team environment

ASSETS
- Data Science, Data Engineering, or Data Management professional certification (CDMP, cloud data platform certifications)
- Experience with open data standards and formats (Apache Iceberg, Delta Lake, Parquet)
- Familiarity with aviation or airport operations technology systems
- Experience with data visualization and business intelligence tools (e.g., Power BI, Tableau)
- Knowledge of AI/ML data requirements, including feature engineering and model data lifecycle management
- Knowledge of Canadian data privacy regulations and cybersecurity frameworks
- Experience with Continuous Integration and Continuous Delivery/Deployment (CI/CD) processes and version control for data engineering workflows
- Microsoft 365 Suite and enterprise productivity tools
- Bilingualism (English and French)
ABOUT THE POSITION
Salary
$97,777 to $110,516 per year in accordance with the current Collective Agreement (July 1, 2024 to June 30, 2028 rates)
Job requirements
- Have a valid driver’s license (Class G or equivalent)
- Provide a driver’s abstract (issued within the last month)
- Successfully obtain a security clearance check for an airport Restricted Area Identity Card (RAIC)
