Specialist, Security - Regulatory Compliance

The Ottawa International Airport Authority (Authority) is accepting applications for a full-time Specialist, Security - Regulatory Compliance.

You will be responsible for ensuring that prescribed regulatory standards are met with respect to airport security operations and compliance programs. You will also support the development, implementation and continuous improvement of security technology projects.

ESSENTIAL FUNCTIONS :

  • Assist in the administration, coordination, management and continuous improvement of the Airport Security Program
  • Ensure compliance with Transport Canada regulations, policies and procedures regarding security, in addition to all regulatory aspects of security legislation and other Canadian laws that impact the Authority and the airport campus
  • Ensure that access control systems are functioning properly and that personnel are in compliance with Restricted Area Identity Card regulations and access protocols
  • Ensure that airport tenants are kept informed, and compliant with current security regulations 
  • Conduct audits of Primary Security Line partners' security plans and document findings with recommended corrective actions
  • Act as a subject matter expert on all matters pertaining to security regulatory compliance and best practices
  • Ensure that access rights and privileges are properly assigned according to policy and regularly reviewed for accuracy and necessity
  • Perform quality assurance and compliance audits to verify adherence to regulatory requirements and internal policies, including the preparation of detailed audit reports and recommendations
  • Interact with Transport Canada security inspectors
  • Ensure cooperation and timely communication with Transport Canada security officials and that requests for information or action are carried out promptly and accurately
  • Provide project support to security technology projects related to access control, CCTV, computer-aided dispatch and other emerging security systems and tools
  • Remain current on regulations impacting security and perform regular gap analysis to identify risks, deficiencies, and corrective action plans as required
  • Monitor day-to-day security operations (operational logs, inspections, etc.) to proactively identify trends, risks, and noncompliant related occurrences, where necessary, provide timely follow-up, feedback, and awareness initiatives
  • Support the development of an effective security awareness program and related campaigns, including training materials and communications strategies
  • Prepare and maintain policies and procedures in support of security initiatives
  • Participate in and provide input to group projects and exercises as they relate to security
  • Review all facility drawings for capital and minor projects for security implications, as well as assess and document security considerations in daily work permits to ensure compliance with security legislation
  • Attend and actively contribute to security committees as necessary
  • Perform other related duties as assigned

ESSENTIAL QUALIFICATIONS :

EDUCATION

  • College diploma or university degree in Aviation Management, Security Management, Law Enforcement, Criminology, Public Safety or a related field 

EXPERIENCE

  • A minimum of five (5) years of demonstrated experience in aviation security operations, Transport Canada regulatory compliance, or related experience in developing and implementing airport security policies, plans and procedures
  • Interpreting and applying security regulations
  • Conducting audits, inspections, and compliance reviews, including report writing and follow-up action
  • Performing risk assessments, gap analysis, and threat identification/mitigation
  • Security systems such as access control, CCTV, and incident management systems, and support and troubleshoot operational issues

  • Work effectively under pressure, manage competing priorities, and respond to time-sensitive or unexpected situations
  • Demonstrate excellent interpersonal skills and able to liaise with regulators, law enforcement, internal and external stakeholders
  • High level of professionalism, discretion, and sound judgement in handling sensitive information
  • Work independently and collaboratively in a dynamic operational environment 

LANGUAGE

  • Exceptional communication and written skills in English

ASSETS :

  • Bilingualism (English and French)

ABOUT THE POSITION :

Salary

$86,938 to $98,262 per year in accordance with the current Collective Agreement (July 1, 2024 to June 30, 2028 rates)

Job requirements

  • Have a valid Class G driver’s license (or equivalent)
  • Provide a driver’s abstract (issued within the last month)
  • Successfully obtain:
    • A security clearance check for a Restricted Area Identity Card (RAIC)
    • An Airside Vehicle Operator Program (AVOP) permit
