Senior Project Manager

The Ottawa International Airport Authority (Authority) is accepting applications for a full-time Senior Project Manager.

Your background in building systems design and/or as a building technologist - combined with strong project management skills - equips you to successfully lead a portfolio of assigned infrastructure and/or capital projects. 

In this role, you will oversee and manage the planning, design, and construction of airport development and restoration projects, within the terminal and across airport lands. You will manage projects of varying complexities and sizes, in close collaboration with engineers, architects, airport planners, professional consultants, and project stakeholders. .

ESSENTIAL FUNCTIONS 

  • Lead the delivery of complex and dynamic infrastructure projects from concept to completion in a heavily regulated environment, ensuring alignment with Authority’s objectives, operational requirements, and industry best practices
  • Oversee and administer Airport Technical Committee work-related Facility Alteration Permits (FAPs)
  • Provide direction and oversight to multi-disciplinary design teams, ensuring coordinated and integrated solutions that meet project performance, security requirements, health and safety obligations, airport operations and functional requirements
  • Own all aspects of project planning and controls, including scope definition, cost estimates, budget management, schedule and risk management, and change control while maintaining clear project documentation and executive and other stakeholder approvals
  • Execute projects and ensure stakeholder alignment by leading collaboration among architects, engineers, consultants, contractors, internal and external stakeholders, ensuring that design and construction activities proceed smoothly
  • Provide subject matter expertise and professional input to other projects or initiatives, as requested, where technical knowledge or prior experience can add value
  • Ensure effective project governance, applying Authority project management processes, stage gates, reporting standards, and quality assurance practices throughout the project lifecycle
  • Develop and implement contingency plans and construction operational risk mitigation strategies, ensuring that potential impacts to airport operations, passenger flows, and critical systems are anticipated and proactively managed
  • Lead and promote proactive risk, issue, and change management, addressing challenges early and maintaining transparent communication with sponsors and leadership
  • Manage contractor and consultant performance, ensuring compliance with contract requirements, design intent, schedules, budgets, safety and regulatory frameworks
  • Implement corrective actions as needed to achieve required outcomes
  • Develop annual project budgets and cashflows to build the airport capital budget and subsequent reporting/monitoring
  • Develop and maintain strong relationships with airport stakeholders, coordinating activities that may impact operations, passenger flows, or critical airport systems
  • Manage and oversee construction delivery in a live airport environment, ensuring project phasing, access, and operational impacts are managed safely and efficiently
  • Be available to work outside regular working hours occasionally when operationally necessary
  • Lead stakeholder communication, delivering or requesting clear, consistent updates on project status, risks, decisions and milestones
  • Manage project closeout and transition, ensuring commissioning, training, turnover, and documentation meet legal obligations and Authority standards and support long-term asset performance
  • Foster continuous improvement by capturing lessons learned and contributing to the development of standards, tools, and methodologies
  • Manage administrative responsibilities related to projects, including tracking and reporting expenses, preparing documentation, maintaining records, and ensuring compliance with organizational policies and procedures

ESSENTIAL QUALIFICATIONS 

  • EDUCATION
    • University degree or college diploma in Civil, Mechanical, Electrical, Architecture, Structural Engineering or Construction Management 
      OR
    • Project Management Professional (PMP) Certification 
      OR
    • Canadian Construction Association Gold Seal Certification
  • EXPERIENCE
    • 5 years of progressive experience in managing multidisciplinary projects, including a varying complexity and sizes
    • All phases of a project lifecycle: initiation, planning, execution, control, and close-out
    • Procurement processes, including Request for Proposal, Statement of Qualification, tendering, contractor/consultant selection, and contract management
    • Managing contractor performance, sub-trades, and on-site safety
    • Project scheduling, budgeting, and reporting, including reporting to senior management
    • Multidisciplinary design, technology platforms, and construction, including the use of industry-standard design and modeling tools
  • SKILLS:
    • Strong project management skills, including scope, schedule, budget, and risk management
    • Analytical and problem-solving abilities to assess facilities and recommend solutions
    • Contribute technical expertise and constructive advisory input across projects in a collaborative, solutions-oriented manner
    • Read and interpret drawings and specifications
    • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, MS Project)
    • Effective meeting management and manage conflicting priorities and stakeholder requirements
    • Manage multiple projects, prioritize effectively, and work independently
    • Knowledge of construction sequencing, standards, codes, safety regulations, and quality management systems
    • Strong organizational skills, attention to detail, and ability to meet deadlines
    • Excellent customer service skills
  • LANGUAGE
    • Excellent communication skills in English 

ASSETS

  • 7-10 years of progressive experience in managing multidisciplinary projects, including a varying complexity and sizes
  • Airside-specific experience: managing Airfield Pavement Management Systems (APMP), Airfield Capital Project Plans (ACPP), FAPs, and seasonal construction projects
  • Experience in airport, airfield, or industrial facilities projects
  • Professional designation (P.Eng., Certified Engineering Technology (C.E.T), or equivalent)
  • Certification in risk management or construction management
  • Proven track record managing projects in highly regulated, safety-critical and security-sensitive facilities
  • Knowledge of airport operations and infrastructure including passenger flows, baggage systems, security screening, airside access and maintaining airport operations during construction projects
  • Bilingualism (English and French)

ABOUT THE POSITION 

Salary

$103,196 to $116,639 per year in accordance with the current Collective Agreement (July 1, 2024 to June 30, 2028 rates)

Job requirements

  • Have a valid driver’s license (Class G or equivalent)
  • Provide a driver’s abstract (issued within the last month)
  • Successfully obtain:
    • A security clearance check for a Restricted Area Identity Card (RAIC)
    • An Airside Vehicle Operator Program (AVOP) permit
