Learning and Development Specialist (Bilingual)


The Ottawa International Airport Authority (Authority) is accepting applications for a full-time Learning and Development Specialist.
The person in this role will support the design, delivery, and continuous improvement of learning programs and ensure employees receive training that supports safety, service excellence, compliance, leadership development, and day-to-day operational success.
This individual is a member of the Human Resources team, handles confidential information and is involved in labour relations.
The employee identifies learning needs, develops practical training solutions, administers the Learning Management System (LMS), and supports hands-on, digital, and operational learning experiences in both English and French.
This role is ideal for a creative, adaptable, and people-focused learning professional who enjoys balancing instructional design, facilitation, technology, and cross-functional collaboration in a dynamic operational environment.
ESSENTIAL FUNCTIONS
- Design instructor-led, virtual, blended, and e-learning content using adult learning principles and instructional design best practices
- Develop learning materials including presentations, facilitator guides, learner workbooks, job aids, videos, assessments, and microlearning content
- Collaborate with the Learning and Development Manager (LDM), Human Resources, leaders and subject matter experts to design and implement learning solutions aligned with organizational priorities, compliance requirements, employee performance expectations, and operational effectiveness
- Collaborate with operational teams to digitize standard operating procedures (SOPs), workflows, and technical documentation into engaging and accessible learning resources
- Support onboarding, role-specific learning pathways, and refresher training programs
- Review and update training content to ensure accuracy, relevance, accessibility, and bilingual quality standards
- Incorporate creative and innovative learning approaches that improve learner engagement and knowledge retention
- Develop and support confidential learning initiatives related to employee performance improvement plans, corrective action training, workplace conduct, compliance requirements, and operational performance standards
- Exercise discretion when handling sensitive employee, departmental, and organizational information used in the development of learning strategies and training solutions, including learning records and compliance documentation
- Upload, organize, assign, and maintain training content and learner records within the LMS, including confidential and performance-related training records as required
- Monitor training completions, certifications, and compliance requirements
- Generate reports and learning metrics for leaders and departments as required, including confidential compliance and employee development reporting
- Troubleshoot LMS issues and provide support to employees and managers
- Support the implementation and optimization of digital learning tools and technologies
- Support the LDM in maintaining and optimizing learning systems, reporting, and digital learning processes
- Maintain accurate and audit-ready training records
- Identify opportunities to improve the learner experience through technology and process enhancements
- Conduct training needs assessments through meetings, observations, performance reviews, operational analysis, surveys, and stakeholder discussions to identify organizational, departmental, and employee development requirements
- Collaborate with Human Resources, leaders, and operational teams to identify skill gaps, compliance risks, employee performance concerns, operational training requirements, and development opportunities
- Support competency assessments and role-specific learning requirements
- Partner with the LDM to recommend learning approaches and resources that support employee development and operational effectiveness
- Participate in cross-functional projects requiring learning or training support
- Build positive working relationships across departments to support a culture of continuous learning
- Provide learning support and recommendations related to employee performance improvement initiatives, operational readiness, compliance requirements, and organizational development priorities
- Participate in confidential discussions related to employee performance, development, training compliance, workforce capability, and organizational effectiveness initiatives
- Facilitate instructor-led training sessions, workshops, onboarding sessions, and virtual learning events in both English and French
- Support hands-on operational and practical training activities when required
- Adapt facilitation methods to suit diverse learner groups and operational environments
- Coordinate training logistics, communications, materials, and scheduling
- Support internal facilitators and subject matter experts in delivering learning content effectively
- Facilitate sensitive or performance-related learning sessions with professionalism, discretion, and alignment to organizational policies and Human Resources practices
- Gather learner feedback and evaluate training effectiveness
- Analyze learning participation and completion data to identify improvement opportunities
- Conduct quality reviews and audits of learning programs, employee compliance training, development initiatives, and training materials developed internally or by external consultants to ensure consistency, confidentiality, instructional quality, regulatory compliance, and alignment with organizational standards
- Recommend enhancements to training materials, delivery methods, and learner experiences
- Stay current with trends and best practices in learning and development, instructional design, and workplace training
- Support continuous improvement initiatives and learning priorities identified by the LDM
- Partner with the LDM to support the design and delivery of employee engagement initiatives, integrating learning strategies that strengthen organizational culture, enhance employee connection, and improve overall employee experience
- Support organizational risk mitigation initiatives by identifying training gaps, compliance concerns, and operational learning requirements
ESSENTIAL QUALIFICATIONS
- EDUCATION
- College diploma or university degree in Learning and Development, instructional design, adult learning or other related field
- EXPERIENCE
- Minimum of three (3) years of experience in Learning and Development, training, instructional design, or a related field
- Designing instructor-led and digital learning solutions
- Administering a LMS
- Facilitating workshops or training sessions for adult learners
- Designing and developing end-to-end learning programs and curriculums for adult learners
- Designing and developing digital learning solutions using authoring tools and instructional design software
- Conduct learning needs analyses and translate business requirements into effective learning solutions
- Evaluate learning effectiveness using metrics, analytics, dashboards, and structured evaluation methods to improve learning outcomes

- LANGUAGE
- Exceptional verbal and written communication skills in both official languages (English/French)
ASSETS
- Certified or working towards Human Resources Professional (CHRP) or equivalent designation
- Experience with Articulate 360
- Experience with digital content development tools such as Adobe Creative Cloud and/or Canva
- Experience with UKG Learning
- A portfolio of learning design or instructional content development work
- Working in operational, transportation, aviation, or highly regulated environments
