Airport Operations Coordination Centre (AOCC) Specialist (Bilingual)


The Ottawa International Airport Authority (Authority) is accepting applications for a full-time Airport Operations Coordination Centre (AOCC) Specialist.
The person in this role plays a key role in supporting the coordination of airline operations and aircraft gating, while also overseeing security and emergency management services for the Ottawa International Airport. This position operates on a year round 24/7 rotating shift schedule to help ensure smooth and efficient airport operations.
ESSENTIAL FUNCTIONS
- Responsible for matching flight schedules with applicable physical resources (gates, counters and baggage devices) based on the attributes of each flight and allocating the necessary resources to customers to meet their operational needs
- First point of contact for all emergencies on the airport campus (911 equivalent)
- Provide emergency dispatching and coordinating for first responders
- Monitor the integrity of the primary security line (PSL) through C-Cure and Closed Circuit Television (CCTV)
- Monitor the Lightning Detection System and advise stakeholders of system activities
- Monitor the Baggage Handling System (BHS) and dispatch calls when maintenance is required
- Initiate response to any security incidents detected through C-Cure, CCTV or report to the AOCC
- Initiate incident reports on common reporting platforms
- Coordinate and/or dispatch calls from various security posts, patrols and agencies
- Receive communications, evaluate the issues, troubleshoot, and record data in various dispatch software and/or the AOCC daily log
- Maintain awareness of all Hot Works permits and orange tags, both bypasses and shutdown
- Maintain a daily log of security equipment failure reports and notify the concerned parties
- Maintain the daily aircraft parking and gating plan through the Gate Management System (GMS)
- Perform daily duress alarm testing with various posts and agencies
- Complete appropriate incidents and shift reports
- Identify associated resource issues (i.e. gate capacity, passenger flow analysis, etc.)
- Evaluate and maintain seasonal schedules (summer and winter) for all planned flight activity
- Record and maintain up-to-date field condition reports (via voice mail/telephone)
- Monitor the Authority’s various social media platforms, namely X and Facebook, and take action under the direction of the Duty Manager, in a timely fashion to proactively inform audiences of operational matters that may impact the public/travelling public and respond to general operational inquiries via the appropriate social media platform
- Monitor the same social media platforms for brand-affecting issues and trends and escalating within the Authority as needed
- Prepare reports for internal departments and outside agencies, through the use of the Airport Operations Database (AODB) or other databases/software (Webpax, Charter Matrix, etc.)
- Provide orientation, on-the-job guidance, and job shadowing for new AOCC Specialists to assist with their training needs
- May act as Operations Responder to cover shift vacancies
- Participate in special projects as requested
ESSENTIAL QUALIFICATIONS
- EDUCATION
- Post-secondary education in Aviation Management, Emergency Management, Business Administration, Law Enforcement, or a related field. An equivalent combination of education and relevant experience will be considered
- EXPERIENCE
- Minimum 2-4 years of experience in a high pressure, real-time operational environment (e.g., airport operations, emergency dispatch, security operations centre, transportation, or similar)
- Communication centre, customer service, or call management environment, particularly within security, airport, policing, or military contexts.
- Aircraft scheduling, airport resource utilization and planning, passenger flows, gating, terminal operations
- Security systems
- Microsoft Office Suite (Access, Excel, Word and Outlook) as well as database administration
- A good understanding of the airport/airline business and information technology processes
- SKILLS
- Strong incident reporting and documentation skills
- Ability to remain calm, prioritize, and maintain control during emergency situations
- Strong planning, organization, and multitasking skills under tight deadlines
- Ability to interpret and apply Acts, measures, directives, policies, and procedures in an operational environment
- Ability to build and maintain effective working relationships with internal and external stakeholders
- Strong customer service and communication skills
- Ability to work independently with minimal supervision and strong attention to detail
- Demonstrate sound judgement, discretion, initiative, and professionalism in a team environment
- Understand and use social media platforms, such as X and Facebook
- LANGUAGE
- Bilingualism (English and conversational level French), with excellent communication and writing skills in English
ASSETS
- Knowledge of the AOCC operational procedures, including air carrier scheduling procedures, associated software applications, as well as Helpstar
- Familiarity with all aspects of airport operations including but not limited to emergency response and management procedures, airline operations, airfield maintenance, lease management, noise management, air traffic control operations, and workplace health and safety practices
ABOUT THE POSITION
Salary
$79,712 to $90,095 per year in accordance with the current Collective Agreement (July 1, 2024 to June 30, 2028 rates).
Job requirements
- Have a valid driver’s license (Ontario Class G or equivalent)
- Provide a driver’s abstract (issued within the last month)
- Successfully obtain a security clearance check for an Airport Restricted Area Identity Card (RAIC).
